Unless you're taking about ARPANET, sure, that was used for government documents, but after that and it was released to the public porn was extremely easy to get. You could connect to BBSs full of lowres BMPs of scanned Penthouses as early as the mid-90s. The only difference is that the internet was not as ubiquitous as it is now, instead of it being in your hand and pocket at all times it was instead in a library or a room in your house. And even then you could still pick up pornographic magazines, no digital required.

If you wanted actual recorded sex you had to go through all the trouble of physically renting a movie. Compare that to nowadays where you just type in a link and immediately get thousands of videos of asian women in cages getting pissed on or teenagers getting gangbanged or whatever the fuck else. Instantly accessing even the most depraved of porn in full HD is easy as hell. I know you could never fully ban or erase it from the internet, but like I said at least make them struggle a little bit instead of being so damn easy that they can access it anywhere, even while riding the bus or at school.
