Because most of the creators of these shows are loser moids who dreamed of a girl just falling into their lap and fixing all their problems for them. Thats why theres hundreds of these shows that are literally just the will they/wont they trope stretched out over 20 episodes that end immediately after the kiss…because none of the writers actually have the experience to write how a real relationship would play out.
by contrast, you'll notice that most female driven shows will actually show their relationship grow, the characters might even start out as couple by the end of episode 1. Even none romance shows with a Male mc, female writers will have them be atleast somewhat competent and proactive, even if flawed.
